If msi is just planned I would recommed this to be fixed with Inno Setup
because creating a production ready msi installer might take a while.

The choice could be presented earlier but that would require a custom wizard
step that is only possible using Pascal Script unlike the built-in Tasks step.
It should not be too involved however.

I belive that this simple solution would enable non-administrative users to
install Mono and let administrators to install Mono only to themselves.

The only problem is that destination directory is inputted before choosing all
user/current user setting. As an administrator you will be able to install to
Program Files anyway so that is not a problem actually because the user might
chose a different path if prefers to do so.
