The example .iss you provided doesn't work in the case where an admin user is
supposed to choose between installing for all users or the current user.  The
trouble is that this choice is presented after the install location is already
set.

Would there be any problem if we just automatically chose for the user?  Or is
there a way to present that choice earlier?

Also, I don't want to spend a lot of time working on this as we're likely to
try to use WiX / msi in the near future anyway.
