repro:
a) build / install mono master
b) used installed mono to build moon (or mono-tools)
c) mdoc stops the build (use mono --trace=E:all to see the above error)

solution:
reverting e94b0eb15f654b3effea fix mdoc and unbreaks moon/mono-tools builds
