It turns out there is no Stop button to be enabled or disabled.  Maybe that's
another clue?

Another clue is that it seems to occur after renaming the project.  Originally
theproject it had the default name from the template which I compiled, deployed
and ran.  Then I changed it (and compiled, deployed and ran). This was probably
close to the first time the problem appeared. I then changed the name again
which must have been close to the next time it occurred (and this thread was
started).

To test if renaming was the issue I've just changed it and, again, the problem
occurred.  Maybe a co-incidence?
