minimal test case

Mono's System.Xml.Serialization doesn't pay attention to the Order field of
XmlElementAttribute. From Jan's comments, it looks like .NET uses the Order
field as a disambiguating factor in these situations. I have yet to confirm
that behavior for .NET.
