xbuild is missing something like MSB3267 warning which causes projects with
target framework lower than referenced FX assembly fail to compile.

Compile attached sample and notice xbuild adds a reference to

mono/lib/mono/gac/Microsoft.CSharp/4.0.0.0__b03f5f7f11d50a3a/Microsoft.CSharp.dll

which is not happening with msbuild
