I can not compile attached hello.il with mono ilasm 2.8.2.0:

$ /usr/local/bin/ilasm Hello.il
Assembling 'Hello.il' , no listing file, to exe --> 'Hello.exe'

Hello.il (28, 9) : Error : irrecoverable syntax error

***** FAILURE *****
