As per an email follow up with the reporter, they have this working now.  Going
to resolve this as an UPSTREAM apple bug, the difference was determined to be:

"It took a bit to figure out what was different from your example to mine;
however I finally figured out what I needed to change in my example to make to
work.

In my example, I added the UINavigationController as the "master" view, whereas
you added a the UINavigationView to another view, and added that view's
controller to the UISplitView."
