The Uris returned by PacakgePart.GetRelationships start with "/" in Mono (not
in .NET).
So when you want to use PackUriHelper to add the root to those Uris, they are
treated as absolute.
We could manually remove the starting "/" before adding a parent, but this
behavior is inconsistent with .NET and the Uris are relative so they shouldn't
start with a "/"
Reproducible: Always
Steps to Reproduce:
1.mcs -r:WindowsBase.dll Program.cs
2.mono Program.exe
Actual Results:

/worksheets/sheet3.xml
/worksheets/sheet2.xml
/worksheets/sheet2.xml
/worksheets/sheet1.xml
/worksheets/sheet1.xml

While this was tested in a mac, I think it most likely happens in all
platforms.
