adb doesn't even list my devices if USB debugging isn't enabled, so that's not
it. To be sure, I disabled USB debugging and tried to see if the Select Device
dialog would even recognize the devices, which it didn't... and of course, they
are recognized when USB debugging is enabled.

I am still experiencing this issue.
