Configuration should never return null from GetSection () and since
HttpRuntime.Section is initialized in the static HttpRuntime constructor, the
problem is deeper. 
Create a small, stand-alone and self-contained, ready to run test case which
demonstrates the issue, attach it to the bug and reopen the report, thanks.
This is a much better way of having the bug fixed than bumping the severity -
please leave setting it to the developers, thanks.
