Please rename R.cs to R.designer.cs in project templates, and move the file
into the Resources folder.

Also, since our IDEs have pretty competent code completion, I also strongly
suggest we rename the R type to something sane.  I propose we call it Resources
(and change the filename to Resources.designer.cs)
