We cannot reproduce the issue, what OS/distro are you running ?

However, based on the details the 

/var/www/html/ADSLWebService/App_Code/Ccb.cs

file should have UTF-8 encoded thai characters, which does not have. This most
likely means something is wrong with ASP.NET or Mono thai-> utf-8 conversion.

Moving to asp.net
