Just to be clear it's not a different mono.snk file :) 

It just that we're not using SVN anymore and the link (2) to the key (on
anonsvn) gets redirected to github *main* page for mono (I assume all requests
gets directed to the same main page). 

Now that html file is not a valid key, hence the "invalid BLOB" you were
seeing. You already found the right (up to date) url for mono.snk so you are
now signing the assembly correctly (and can install it to the GAC).
