If I rename a layout file, even though the file still has the AndroidResource
build action, it gets excluded from the Resources next build.  To get it
included again, I have to set the Build Action to something else (eg: None),
rebuild, then set the build action back to AndroidResource and rebuild again.

Reproducible: Always
