Also it seems that the default certificate validation policy does not check the
certificates imported into the /usr/share/.mono/certs. 

In the 2.4 code base we use to call "mozroots --sync --import --machine" and
all seemed to work correctly. With the 2.6 code base we have to do "mozroots
--sync --import" for each user. Was this change intentional?
