Whenever there is an ItemGroup used inside a Target node, XBuild gives the
error: Task ItemGroup is not registered.

Reproducible: Always

Steps to Reproduce:
1. Include an ItemGroup node in build file under any Target node.
2. Run XBuild on the file.
3. The described behavior is seen.
