When adding new XML files to resource folders, it's pretty safe to assume they
should be marked as Android Resource.  It would be useful if the tooling could
make this the default setting.

Steps to Reproduce:
1. Add a new resource XML file

Actual Results:  
The build action for the file is set to Content.

Expected Results:  
The build action should be set to Android Resource.
