I have verified that this problem exists in gacutil on both Windows and OS X
(Intel).

Updated repro steps for Mono 2.8.1 on Windows:
1. Download UcmaSdkWebdownload.msi from
http://www.microsoft.com/downloads/en/details.aspx?FamilyID=768efa33-6606-4b2b-809a-6c69274621d3&displaylang=en
2. Install UcmaSdkWebdownload.msi
3. cd to the C:\Microsoft Unified Communications Managed API 2.0 SDK Installer
Package\i386 directory
4. Run vcredist_x86.exe to install the required version of the VC++ Runtime
5. cd to the C:\Microsoft Unified Communications Managed API 2.0 SDK Installer
Package\i386\setup directory
6. run msiexec /i UcmaSdk.msi to install the SDK
7. cd to the C:\program files\Microsoft Office Communications Server 2007
R2\ucma sdk 2.0\ucmacore\bin directory
8. Try to gac the delay-signed assembly with this command: gacutil -i
Microsoft.Rtc.Collaboration.dll

The results are:
C:\program files\Microsoft Office Communications Server 2007 R2\ucma sdk
2.0\ucmacore\bin>gacutil -i Microsoft.Rtc.Collaboration.dll
Failure adding assembly Microsoft.Rtc.Collaboration.dll to the cache: Strong
name cannot be verified for delay-signed assembly
