OK, this is happening consistently with running Blogengine remotely using
monotools-2.0 on mono-2.8.1rc2 even with 'MONO_IOMAP=all' set in the monotools
profile.  The admin control panel links do not show up with the exeption of the
'Change Password' link.

This makes it impossible to debug or run the app remotely in a usable way. 
Running remotely also uses XSP so it should be pretty easy to reproduce.  This
is happening both with XSP and Apache it looks like.
