I have workarounded it locally by passing 932 (local ACP), but the build 
still failed at building corlib, so the issue is not about non-eglib 
runtime but something windows specific in the runtime.

The corlib-or-compiler-or-runtime breakage started *about* between 
r156199 and r156300. There are couple of build breakages in multiple 
area so that it's not really possible to pinpoint the issue.

Right now I'll continue building mono with the workaround that I posted 
to mono-list, but am afraid that Windows users will give up building 
mono trunk on windows at some stage.
