I see the same thing here in Mono on Windows. The list is non-empty in Mono on
Linux and MS .NET.

It looks like Mono implements this by looking in /usr/share/zoneinfo, and we
need an alternative implementation based on the Windows registry (as described
at http://msdn.microsoft.com/en-us/library/ms725481%28VS.85%29.aspx).
