Test case for setting TabControl.ItemSize

Not sure if this should be a new Bug entry but:

Additionally when setting TabControl.ItemSize .NET vertically centers the text.

mono doesn't, this isn't a bit deal except that if the default vertical size is
18, the bottom of the text in mono draws over the TabControl border.
