Description of Problem:
When running a visual application with mono, like NbuExplorer
(http://sourceforge.net/projects/nbuexplorer/) and browsing folders from the
'Open' menu in the program, folders with 'special' characters are not displayed
correctly. I mean characters like 'í' or 'ñ' are shown like squares.

Steps to reproduce the problem:
1.  Download sample application,
http://sourceforge.net/projects/nbuexplorer/files/Releases/v116/NbuExplorer_v1.16.zip/download
2. Run 'mono NbuExplorer.exe'
3. clik in the program menu File->Open (Ctrl+O).
4. Navigate to a folder with files containing 'ñ', 'í', 'á' or similar, to see
that are shown as squares.

Expected Results: non-english characters should be shown correctly.


How often does this happen?  Always.


Additional Information: my localization is spanish (es kde language and
keyboard).
