When you have permissions 0755 (some mistake when migrating disks) on /tmp
directory xbuild will hog CPU with almost 100% usage on the CoreCompile target.

Reproducible: Always

Steps to Reproduce:
1. Set 0755 permissions on /tmp
2. Run xbuild with any (? I tested with two different) .sln file
Actual Results:  
xbuild works fine through series of taregts and hogs 100% cpu on CoreCompile
target.

Expected Results:  
Depends, to be decided:
1. Error message
2. Switch to /var/tmp
Personally, I prefer 1., as I don't know any reason for /tmp to not be a tmp,
and error message would help diagnose it.
