Hmm, there's no mention of the string EXTERNAL_MONO in the mono/ or mcs/ trees.
Are you sure it was necessary?  I'd expect EXTERNAL_MCS=false would've taken
care of it.

I guess the correct fix is to backport SVN r155645 from the trunk.
