If you open a Modal dialog It should prevent closing other windows in the
running application.

This isn't happening on mono/Linux.

a work around it to:
handle the Form.Closing event and set CancelEventArgs.Cancel to true, when a
dialog is shown.
However this would need to be done for all Forms.

Reproducible: Always

Steps to Reproduce:
1. Compile and Run Test case
Form and a OpenFileDialog should appear
2. Attempt to close form.

Actual Results:  
Form closes

Expected Results:  
Form should not close
