Don't set severity at your will as documented on the wiki.

There are two issues: (1) we cannot enable service throttling that somehow
breaks HTTP server connection, and (2) TCP callback implementation was hacky
and after couple of improvements based on HTTP experience it's callback got
broken somehow.

It is highly regressive area (not easy to fix a single issue without
regression) and I don't give you any progress expectation. It may get fixed
this week though.
