Zip file containing a project highlighting the problem.

This is a zipped folder that contains a mini-project that highlights the issue.
You need to add Commons.Xml.RelaxNG.dll from svn as a reference to the project.
Running the project shows in the trace that GetEntity doesn't get called on the
imported schema, and that XmlUrlResolver gets called instead of the
CustomUrlResolver.
