Any call to TimeZoneInfo.Local throws a TimeZoneNotFoundException

Reproducible: Always

Steps to Reproduce:
1. call TimeZoneInfo.Local 

Actual Results:  
Thrown 'System.TimeZoneNotFoundException'.

Expected Results:  
The local TimeZoneInfo

I tested with XSP 2.6.6. This is the simplest test:

<%= TimeZoneInfo.Local == null %>

The result:
