MDI child window can overlap MDI main menu, MDI main menu does not repaint
itself due to this

Reproducible: Always

Steps to Reproduce:
1.create a MDI winforms application
2.create a MDI child window
3.move the MDI child window and overlap MDI main menu
Actual Results:  
MDI main menu got overlapped

Expected Results:  
MDI child window is prohibited from overlapping MDI main menu
