The issue is that the runtime never parses web.config to retrieve the assembly
binding settings. It appears that the only way to get the binding working is to
create a policy assembly + config in gac to permantently map 1.0.61025.0 to
3.5.0.0 - but that seems to be hardly a good solution. Is there a reason
assembly version redirection is implemented that way?
