Sorry, steps to reproduce were not quite correct.  Works for me first time,
fails on the second rebuild.

1 xbuild /property:Configuration=Debug /target:Clean xbuildtest.sln
2 xbuild /property:Configuration=Debug /target:Rebuild xbuildtest.sln
3 xbuild /property:Configuration=Debug /target:Rebuild xbuildtest.sln
