When two MSBuild tasks are in a build file, the Project References are not
included. e.g.
<Project xmlns="http://schemas.microsoft.com/developer/msbuild/2003">

<ApplicationName>Test</ApplicationName>
<Configuration>Debug</Configuration>
</PropertyGroup>

Note that the Project Reference for the ClientLibrary is not included in the
CoreCompile line.
