Description of Problem: Mono.exe fails to start on Windows 2000


Steps to reproduce the problem:
1. Install mono-2.8.1-gtksharp-2.12.10-win32-3.exe on Windows 2000 workstation
2. Run mono command prompt
3. Type "mono"


Actual Results:

Error message box "mono.exe - Entry Point Not Found".  "The procedure entry
point getaddrinfo could not be located in dynamic link library WS2_32.DLL
