if I use this function with different URL, it get different errors:

The remote server returned an error: (405) Method Not Allowed.

http://www.cxcs.com.cn/
The remote server returned an error: (501) Not Implemented.

http://www.google.cn/,
The remote server returned an error: (400) Bad Request.

to use this function on above different url, it runs ok in .NEt 3.5 framework.
