Description of Problem:
Approximately 50% of the time, the "Select device" dialog does not list my
physical device. (Droid X)  Clicking the refresh button always makes the device
appear.  I suspect a timing / no retry problem is causing this. 

Steps to reproduce the problem:
1. Connect device
2. Open project
3. Debug->Start without debugging
4. View dialog


Actual Results:
50% failure to initially list device

Expected Results:
always list device

How often does this happen? 
50% of the time

Additional Information:
This is windows 7 in vmware, in case that worsens the problem.
