After adding the "EnableSsl" & "UsePassive" to my FTP code:

            FtpWebRequest result = (FtpWebRequest)FtpWebRequest.Create(URI);

                result.Credentials = GetCredentials();
                result.Timeout = 60000;    //RJG 3/19/2010
                //Do not keep alive (stateless mode)
                result.KeepAlive = false;
            result.EnableSsl = true;   //RJG 4/16/2010
            result.UsePassive = true;  //RJG 4/16/2010
            return result;
    }

The following LIne:
FtpWebResponse response = (FtpWebResponse)ftp.GetResponse()

Throws an error:
