I can't run the given example on FSI for F# 2.0 build 1.9.9.9.

It gives me the following error:

test.fs(3,1): error FS0222: Files in libraries or multiple-file applications
must begin with a namespace or module declaration, e.g. 'namespace
SomeNamespace.SubNamespace' or 'module SomeNamespace.SomeModule'
