Description of Problem:
After installing mono, then creating a run/debug profile in VS, then
subsequently, removing mono, then trying to run a program results in the
following dialog rather than a useful error message explaining that there is no
mono on the system:

Microsoft Windows
[Main Instruction]
Mono.WebBrowser.WinXsp has stopped working
[Content]
A problem caused the program to stop working correctly. Windows will close the
program and notify you if a solution is available.
[Debug] [Close program]

A dialog explaining that there is no mono should be displayed.
