You are correct there is not a run locally in mono. 

[Mono should not be installed on the computer.]
1.Open Visual Studio.
2.Create a new winforms project.
  a.File
  b.New Project
  c.Visual C#
  d.Windows
  e.Windows Forms Application
3.Mono --> run in mono
4.Make sure local Mono 2.6.3 is highlighted
5.Click Ok
