This happens with many, many requests, but not all.



Reproducible: Sometimes

Steps to Reproduce:
Run the attached.
Actual Results:  
A successfully downloaded file.

Expected Results:  
An aborted download.

Works in 2.2.x.  Broken in 2.4.x - 2.6.x.
