When serving aspx pages with xsp which contain complex data inside html
comments either fail with a "Parser Error" or produce junk output.

Reproducible: Always

Actual Results:  
See attached file. Text inside html comment is mangled and erroneously output .

Expected Results:  
Text inside html comment should be ignored. Last line on the page should read
"Website maintained by nobody".
