There were 3 problems: 1) we were not trying HTTP_PROXY, just http_proxy; 2) we
required the proxy to start with 'http://'; and 3) 0.0.0.0 was not valid.

All those issues are fixed as of r141981 in trunk and r141982 in the mono-2-4
branch.
