Fixed.

Now the builder gets one revision to work on at a time, and the selected lane
to work for is the one the builder has been the most time without working for.

However to minimize the risk of breaking things, it's opt-in behaviour for each
host, you have to select "Execute one revision per lane at a time" in the
"Queue Management" option for each host where you want this behaviour.
