Project file demonstrating problem

Description of Problem:

Cannot use WebRequest.Create() ... GetResponse() to retrieve data secured by
HTTPS.

Steps to reproduce the problem:
1. Compile and run attached project
2. 


Actual Results:

System.Net.WebException: Error: ConnectFailure

Expected Results:

Should get the HTML
