Sorry I missed that comment with the patch. It is now checked in into
HEAD/2.6/2.4.

As for the non-suspended thread problem, there is no bug number I just noticed
that it behaves like this, it is unlikely to be the source of the problem, all
other runtime threads are created suspended.
