patch to add ks_c_5061-1987 korean support

A patch to add an alias to cp949 for ks_c_5061-1987.

However, there is some very strange logic at the end of Manager.GetEncoding
which i commented out to make this work, that I think is pretty dodgy. 
Something about euc_jp and shift-jis, but all it is is a simple check for "-". 
This however breaks ks_c_5061 because it's WebName reports itself with a '-'.
I think there is probably a better systemic fix for that commented out code, it
smells a bit hacky.
