Of course you SHOULDN'T get into that state - but you might due to other bugs.
For example https://bugzilla.novell.com/show_bug.cgi?id=545034#c6 is another
case when the IDE freezes. A debuggee freezing is bad, but the IDE freezing is
really, REALLY bad. The point of this bug is that the IDE should act
defensively and avoid failing badly no matter what - even if another component
fails.
