This seems like it can go either way.

The other side is: why did I have to sit through a whole build just to find out
I don't have a server running?

It also requires user interaction between two potentially long processes:
- Long process (build)
- Get user info (choose host)
- Long process (copy and startup)

versus being able to choose your host and then focus on something else until
its done.

Having said that, I have no strong feelings either way.  It's a simple change
if we want to do it.
